Human Rights Organizations Send Joint Note of Protest to Central Electoral Commission
to Central commission of the Republic of Belarus
on elections and holding of republican referenda
Human rights organizations, participants of the scientific-practical conference “Juridical aspects of elections into local Deputy Soviets in the Republic of Belarus”, held on November 12, 2002 in Miensk express their protest against the refusal of the Central commission on elections and holding of republican referenda to provide Public association “Human Rights Center “Viasna” with organizational and juridical recommendations to electoral commissions of polling stations concerning elections into local Deputy Soviets.
Explanation of the work order of electoral commissions is a part of work, directed at creation of conditions for free, honest and just elections. Consequently, decisions of the Central commission on organizational and juridical matters can’t be regarded as closed, internal-use information.
The mentioned Technical recommendations are sub-legislative acts of the Central commission about usage of certain norms of the Electoral code. Therefore, all participants of the electoral process should have the possibility for familiarization with them.
All information about the procedure of elections directly concerns interests of every citizen of the Republic of Belarus. According to Article No. 34 of the Constitution of the Republic of Belarus).
The refusal of the Central commission to give publicity to the information concerning rights and legal interests of electoral process subject is disregard to principles of openness and publicity, can break public confidence in the process of preparation to the election into local Deputy Soviets.
