“Independent Association of Juridical Research”: Third Warning for 1,5 Months

On 9 September 2003 the public association “Independent Association of Juridical Research” received the third warning for the last 1,5 months.

This time the organization was charged with violation of presidential Decree No. 2 of 26 January 1999 “About certain measures on regulation of activity of political parties, trade unions and other public associations”.

“The justice board of Minsk City Executive Committee found that the public association “Independent Association of Juridical Research” participates in the activity of the unregistered public association “Association of non-governmental organizations”, -- is said in the written warning. “It issues the “Magazine of non-governmental organizations “Assembly”. The number of the magazine for May-June 2003 contains the articles “Check-ups of public associations by registering bodies”. Such actions are violating article No. 167.10 of the Code of Administrative Violations of Belarus. Besides, the third paragraph of presidential Decree No. 3 of 26 January 2003 is violated.”

Head of the board of the public association “Independent Association of Juridical Research” Alena Tankachova says that what the justice board had written in the warning can cause only laughter.

“Independent Association of Juridical Research” has decided to invite the workers of the justice board on public associations of the Justice Ministry to open contest in bowling. Others NGOs will be also invited and even a crew of workers from different organizations can be formed.

At present the clear-up of Belarusian third sector has reached the disastrous scale: check-ups of some public associations in Minsk region have started, some NGOs have been warned. Today we also found when the trials on liquidation of the PA “Belarusian Fund “Kasiyapeya” and the PA “Women’s Answer” will take place. They will be both conducted at 10 a.m. on 7 October in the Supreme Court.
