On 20 July 2004 the well-known opposition activist Palina Panasiuk applied to Brest regional branch of Human Rights Center “Viasna” saying that the authorities refused to put into her passport the seal that permits going abroad. The reason was that Panasiuk didn’t pay 1,5 million rubles fine imposed on her for participation in the “Chair of Concerned People” in 2002.
Such explanation seems doubtful, because on 3 June 2002 this punishment was set aside by Brest Regional Court duet to the absence of corpus delicti.
