On August 12, 2004, about 7 p.m. Zhlobin road police stopped the car of Uladzimir Katsora, head of Homel regional UCP branch.
Mr. Katsora was stopped on his way from Minsk to Homel. The road policemen claimed the car had been stolen and ordered Mr. Katsora to follow them to a police station.
At the police station the officers searched the car, video-taping the whole process. The police seized several thousand copies of Vremia newspaper and Coalition Five Plus leaflets. According to Mr. Katsora, for about 10 kilometers before he was stopped he had been followed by a police car.
