Parliamentary Election: CEC Continues Complaint Consideration
In the morning the Central Election Commission heard 24 appeals against registration denials in Mahilow region. Six out of twenty four appeals were satisfied. In the afternoon CEC considered 11 appeals from candidates in Vitebsk region. Only 1 appeal (Yaraslaw Bernikovich, BPF) is satisfied.

Satisfied:
1. Appeal of Maria Vinakurava against the decision of district election commission of Babruisk-Leninski election district # 63.
2. Appeal of Mikalai Herdzi (Social Democratic Party Narodnaya Hramada) against the decision of district election commission of Krychaw election district # 70. The reason for denial of registration – inaccurate data in the income declaration.
3. Appeal Siarhei Niarowny (United Civic Party) against the decision of district election commission of Krychaw election district # 70. The reason for denial of registration – “doubtful” data in the income declaration
4. Appeal Kanstantsin Charnichanka against the decision of district election commission of Mahilow-Central election district # 72. The reason for denial – he failed to indicate in the questionnaire that he was not member of any political party.
5. Appeal of Vasil Awramenka (BPF Party) against the decision of district election commission of Mahilow-Kastrychnitski election district # 73. The reason for denial -- initiative group members collected signatures at workplace in state-run institutions (polyclinic).
6. Appeal of Siarhei Famin (Social Democratic Party Narodnaya Hramada) against the decision of district election commission of Mahilow-Kastrychnitski election district # 73. The reason for denial of registration – the address indicated in the application is registered, but not actual, address of residence.
Unsatisfied appeals:
1. Appeal of Iryna Kachan (United Civic Party) against the decision of district election commission of Babruisk-Leninski election district # 63. The reason for denial of registration – she indicated inaccurate registered address of residence. In reality, her registration at that address had been cancelled by a court decision.
2. Appeal of Tatsiana Shved against the decision of district election commission of Babruisk-Leninski election district # 63. The reason for denial of registration – over 15% of signatures recognized invalid. Among the signatures the commission found signatures of Russian citizens and residents of other districts. In her speech Tatsiana Shved stated that she was sure that not only 20% of signatures had been checked but all 100%. All signature sheets she had an opportunity to look through had different marks and signs made by the commission members. Besides that, the authorities put pressure on people who had put their signatures in her support. In office of district election commission Tatsiana Shved saw 48 retraction statements. The head of the district election commission pointed out: “This was the rough part of the job, and we have done it”.
3. Appeal of Fiodar Varonich against the decision of district election commission of Babruisk-Pershamaiski election district # 64. The reason for denial of registration – over 15% of signatures recognized invalid on the basis of graphology expert examination.
4. Appeal of Siarhei Yewdakimovich against the decision of district election commission of Babruisk-Pershamaiski election district # 64. The reason for denial of registration – over 15% of signatures recognized invalid on the basis of graphology expert examination. During his speech S. Yewdakimovich (a doctor) claimed that members of his initiative group were subject to pressure. Their employer (chief doctor of the emergency room) told them they could consider themselves fired because their contracts would be over in April.
5. Appeal of Siarhei Lishtvan against the decision of district election commission of Babruisk-Pershamaiski election district # 64. The reason for denial of registration – he failed to present the documents necessary for registration (questionnaire and income declaration). S. Lishtvan could not present the documents in time because of his participation in the Olympic Games in Athens. In his speech S. Lishtvan pointed out that members of his initiative group were pressurized by the authorities; his father, who headed the initiative group, had been fired.
6. Appeal of Leanid Sinitsyn against the decision of district election commission of Babruisk-Pershamaiski election district # 64. The reason for denial of registration – over 15% of signatures recognized invalid.
7. Appeal of Mikalai Towstsik against the decision of district election commission of Babruisk rural election district # 65. The reason for denial of registration – over 15% of signatures recognized invalid on the basis of citizens’ retraction claims. In his speech Mikalai Towstsik claimed that election commission members collected citizens’ signatures under blank forms. Moreover, there is evidence that some retraction claims signed by citizens were prepared and printed out by the election commission.
8. Appeal of Mikhail Andryanaw against the decision of district election commission of Horki election district # 67. The reason for denial of registration – over 15% of signatures recognized invalid.
9. Appeal of Anatol Drobyshaw against the decision of district election commission of Horki election district # 67. The reason for denial of registration – the local branch of Liberal Democratic Party was closed down on the ground of the report drawn up by the district election commission.
10. Appeal of Uladzimir Belakhvostaw (United Civic Party) against the decision of district election commission of Klichaw election district # 68. The reason for denial – absence of the local party structure.
11. Appeal of Alexander Aheyew (BPF) against the decision of district election commission of Mahilow-Leninski election district # 71. The reason for denial of registration – he failed to present documents necessary for registration (statement about the agreement to run and statement about abdication from the post of local councilor).
12. Appeal of Mikalai Laisha against the decision of district election commission of Mahilow-Leninski election district # 71. The reason for denial of registration – over 15% of signatures recognized invalid.
13. Appeal of Pavel Usaw against the decision of district election commission of Mahilow -Leninski election district # 71. The reason for denial of registration – he failed to present documents necessary for registration.
14. Appeal of Uladzimir Shantsaw (United Civic Party) against the decision of district election commission of Mahilow-Centralny election district # 72. The reason for denial of registration – he failed to present documents necessary for registration.
15. Appeal of N. Kopina against the decision of district election commission of Mahilow-Kastrychnitski election district # 73. The reason for denial of registration – over 15% of signatures recognized invalid.
16. Appeal of Alexander Karytkin (United Civic Party) against the decision of district election commission of Mahilow-Kastrychnitski election district # 73. The reason for denial of registration – over 15% of signatures recognized invalid.
17. Appeal of Siarhei Straltsow (United Civic Party) against the decision of district election commission of Mahilow-Kastrychnitski election district # 73. The reason for denial of registration – absence of local party structure, which was closed down on September 9.
