From 19 till 30 September 2005 Warsaw hosts a traditional annual OSCE conference that considers the commitments devoted to the human dimension in 2005.
The conference is attended by official delegations of the OSCE member-states, international human rights organizations such as International Federation of Human Rights, the International League of Human Rights, the International Federation of Helsinki Committees, Amnesty International, etc. Representatives of national NGOs of the OSCE member-states are also invited to take part in the conference.
On 20 September the conference dealt with issues of the freedom of association and the right of peaceful assembly. The conference was attended by representatives of the Belarusian non-governmental organizations that included Barys Zvoskau, the Union of Poles in Belarus representative Andrzej Pisalnik and the representative of the Human Rights Center Viasna Valiantsin Stefanovich.
Valiantsin Stefanovich talked of the OSCE conference:
"Representatives of the Belarusian human rights organizations took part in the work of the section devoted to the freedom of association and the right to peaceful assembly in the Post-Soviet countries. Apart from us, a representative of Uzbekistan took floor during the section. Those present there took a great interest in our speeches about the NGO situation in Belarus. I described the new Law "On Public Associations" and the recent situation with the right to peaceful assembly in this country. I expressed particular concern over the cases of persecution against citizens for holding assemblies in privately-owned apartments, violent dispersal of peaceful protests of Belarusian citizens, described the criminal persecution of the organizers of the peaceful assemblies Mikola Statkievich, Paval Sieviaryniets and Andrei Klimau.
The official delegation of Belarus also attended the OSCE conference. On 19 September the representative of the official delegation of Belarus again accused Poland of interference with the internal affairs of Belarus and, especially, of instigating conflict in the Union of Poles in Belarus.
What should be noted is that the deterioration of the situation in Belarus was noted almost in every speech. Indicatively, in this context Belarus was mentioned as one of the worst authoritarian regimes in the former Soviet Union, including Uzbekistan and Turkmenistan."
