According to RFE/RL
Brest City Executive Committee has defined a new place for mass actions, including pickets and meetings – the Locomotive sportive complex. It is surrounded by private houses and is situated on the place of the Jewish cemetery that was destroyed in the Soviet times. Before this the authorities transferred meetings to Budaunik stadium, which is being restored now. In the committee’s ruling it is stated that the place for state holidays and other mass actions that are organized by state organs would be specified in every concrete case. It leads to the conclusion that Locomotive is defined for opposition only.
