Anatol Paplauny, observer at polling station #8 of Homel-Pramyslovaya electoral constituency, states that the list for home voting had been prepared by the electoral commission in advance.
‘At 11 a.m. I asked the head of the commission how many electors were put in the list for home voting. The answer was – more than 200. Bear in mind that only 225 persons voted early at this polling station.
According to Paplauny, he monitored home-voting. When members of the electoral commission came to the apartments of those who allegedly wanted to vote at home, some of them were very surprised. ‘What’s wrong? What elections?’, they asked.
