Vitsebsk region: paradoxes of election campaign

One can find some unexplainable paradoxes during analysis of election data in certain towns of the Vitsebsk region.

For instance, there are two candidates at the Navalukomlskaya election constituency #28 on elections to the Vitsebk regional Council of Deputies: Pavel Kharytonau, Director General of the Vitsebskenerga power plant, and his direct subordinate Ivan Yubko, guard of Lukoml hydropower, a Vitsebskenerha branch.

Yauhen Lysionak, director of transport enterprise #16 in Hlybokaye, a candidate in the Chyrvonaarmeyskaya constituency #10, lives in the village of Sharkaushchyna that doesn’t belong to the constituency he is registered in. However, there's no doubt that Lysionak will be elected a member of the Hlybokaye district council, as he is the only candidate in the constituency.
