Strange increase of population in Bialynichy

The electoral precincts were established on the territory of the Bialynichy district by ruling of the Bialynichy District Executive Committee #20-44 of 6 October. The local state-owned press hasn't published this document so far.

There are a total of 20 precincts in the Bialynichy district. 15 of them are situated in the 'agricultural settlements' and villages and 5 – in the town of Bialynichy. The precinct election commissions will be situated in the buildings of schools, cultural establishments and administrative institutions, including the two special precincts: the Balnichny precinct #4 that includes all subdivisions of the Bialynichy central district hospital, and the Chapayeuski precinct #5 that includes all buildings of the Bialynichy nursing home.

The number of electors in the Bialynichy district is still unclear and the quality of work of the Bialynichy statisticians cannot but cause surprise and indignation. How can one trust to their information if the Bialynichy district had 19.9 thousand dwellers as of 1 January 2009 (9.6 thousand of whom lived in Bialynichy), whereas according to the data for October 2009 there were 21,839 dwellers, 10,688 of whom lived in Bialynichy, though no mass migrations were registered for this period of time and the death rate exceeds the birth rate. How could the population increase so much during 10 months? One needs a great talent to omit about two thousands of residents.
