On 22 October, activist of the Human Rights Defenders for Free Elections campaign Valiantsin Stefanovich lodges a complaint with the Central Election Commission against a number of violations reported by the web-site of the European Radio for Belarus.

The journalists received a copy of an instruction signed by chair of Ideology and Education Department of Minsk Leninski Education Board Ms. Naskova, demanding ‘involvement of young and initiative employees’ of education institutions in a canvassing picket in the city’s Serabranka district.

The instruction enumerates the employees ordered to take part in canvassing for Lukashenka, and specifies dates and time chosen for each of the education establishments.

In his complaint, Valiantsin Stefanovich argues that the paper is a blatant violation of the election legislation by Lukashenka’s campaign activists. The human rights defender says this is an inadmissible abuse of administrative resources in favour of the current President’s initiative group, headed by Minister of Education Aliaksandr Radzkou.

The complaint reports violation of Paragraph 8 Article 61 and Paragraph 3 Article 73 of the Electoral Code, which can be a sufficient ground for denying registration under Paragraph 5 Article 49 of the EC.

Valiantsin Stefanovich demands investigation of the alleged violations.
