The Belarusian Helsinki Committee received an answer from the Leninski District Executive Committee of Babruisk to its request to admit observers to the sitting at which the precinct election commissions were formed.

The executive officer of the committee Halina Kharkaliova again refers to Article 34 of the Electoral Code (as she used to do during the formation of the territorial election commissions) that says nothing about the right of observers to attend such sittings. Thus, according to her observers have no legal right to be present at such sitting.

The Babruisk human rights defender Yury Chapuryshkin says that similar addresses were submitted by BHC members to the Pershamaiski District Executive Committee of Babruisk and the Babruisk District Executive Committee, but no answers have been received so far, and that the human rights defenders will file complaints to the Babruisk City Executive Committee in connection with the refusal to admit them to the sitting.
