Orsha district: formation procedure is ‘democratic’ and the opposition remains outside commissions

November the Orsha District Executive Committee held a sitting to form the
precinct election commissions in the Orsha district. The sitting was attended
by the representative of the Belarusian Helsinki Committee Vasil Leuchankau.
43 precinct commissions were formed as a result of the sitting. According to
the announced information, there were 461 pretenders, 180 of whom had been
nominated by electors’ signatures, 44 – by collectives of institutions and
enterprises and 237 – by political parties and NGOs.
The procedure of their formation looked democratic: each of the candidacies was
voted separately. However, as a result only four people weren’t included in the
commissions. By a ‘strange coincidence’, all of them represent the Belarusian
Leftist Party Fair World.
Another interesting thing is that almost all votes were unanimous and the
candidacies weren’t discussed.
