Mazyr: lists of members of precinct commissions composed by mysterious ‘working groups’
On 3 November the human
rights defender Uladzimir Tseliapun addressed the Chairperson of the Mazyr
District Executive Committee (DEC) Uladzimir Dvornik with a written request to
be familiarized with the decision about the establishment of the ‘working
group’ that had considered the candidacies for the precinct election
commissions in the Mazyr district.
The matter is that on 2 November the Mazyr DEC held a sitting to form the PECs, which was observed
by Mr. Tseliapun. In her speech the head of the organizational and personnel
department of the DEC Veranika Baikova (who is also the secretary of the
territorial election commission) said that the documents concerning the
nomination of representatives to the PECs
had been considered and discussed by a ‘working group’.
She also said that the ‘working group’ had prepared the decision of the Mazyr
DEC concerning the staff of the commissions, while the DEC members hadn’t
discussed the candidacies for the PECs
at the sitting.
The decision about the establishment of the ‘working group’ and determination
of its powers hasn’t been published either in the DEC newspaper Zhyttsio Palessia or at the DEC website.
That’s why Mr. Tseliapun asks to familiarize him with the ruling of the Mazyr
District Executive Committee concerning the establishment of this ‘working
group’.
Moreover, the observer is eager to find about the procedure of consideration of
the candidacies for the PECs
by the ‘working group’ and asks to be showed the materials of the ‘working
group’ concerning the nomination of representatives to them.
