Vitsebsk: human rights defender appeals non-inclusion in precinct commission
Pavel Levinau had been
nominated to PEC #35 in Vitsebsk by about 150 residents of Vitsebsk, but hadn’t
been included in it. Mr. Levinau discovered a number of violations of the electoral
legislation during the formation of the commission.
In particular, some electors signed in support of the nomination of another
candidate, A.Markouski, after putting signatures in his support. This is
prohibited by the law and the signatures for A.Markouski were to have been
annulled. In this case A.Markouski wouldn’t have been included in the PEC as he
would have less than 10 signatures for his nomination. Mr. Levinau pointed also
at the incorrect information and mistakes in the documents of the people who
had been nominated to the commission.
’It seemed to me that the signatures in support of A.Markouski weren’t real, as
the handwriting differed greatly. However, this fact was ignored by Judge of
the Pershamaiski District Court Volha Illiushonak during the trial on my non-inclusion
in the commission,’ commented Mr. Levinau.
He decided to ask the people whether they had signed in support of Markouski,
but they answered that they had put signatures only for him, not for Markouski.
As a result, the human rights defender applied to the Central Election
Commission. In his address he also emphasizes that Mr. Markouski was included
in PEC #35 together with other workers of the Vitsebskkhlebpram and the ‘professional subordination’ of workers
of the enterprise could have a negative impact on the work of the commission.
