Homel: observer applies to Central Election Commission
Anatol Paplauny, an
observer registered at the Homel Region Election Commission, applied to the
Central Election Commission with a complaint about violation of requirements of
the electoral legislation by activists of the Belarusian Republican Youth Union
(BRSM).
The reason was that starting from 1 December BRSM activists (pictured) handed
out the electoral program of Lukashenka at the railway station of Homel.
’Being an observer, I asked them a natural question why this program was
distributed without imprint and information about the organization or persons
who are responsible for its issue, to which the BRSM activists answered that
they prepared copies of this program by Xerox and then distributed them.
I am of the opinion that the abovementioned facts violate the electoral
legislation, namely Article 45 of the Electoral Code of the Republic of Belarus
which prohibits the distribution of agitation materials without imprint
including information about the circulation and the organization or the persons
that are responsible for their issue.
I ask you to hold a check-up on these facts and issue a warning to the electoral
team of A.Lukashenka about the inadmissibility of violations of the electoral
legislation.’
I ask you to inform me in writing about the measures taken.
