Central Election Commission pursues the tactics of ‘secret rulings’
An observer from Mahilou complains about the concealment of information by the Central Election Commission.
As BelaPAN reports, Barys Bukhel, an observer representing the NGO BPF Adradzhenne at the Mahilou region election commission, filed an appropriate complaint with the Supreme Court.
‘As least 127 (which is 83.01% of 153 rulings we know the CEC released) have not been published on the Commission’s website. In other words, as of 6 December only 29 (less than 20%) rulings were published by the CEC on its website during 2010. The rest 127 rulings were hidden from us,’ the observer notes.
Mr. Bukhel thinks the CEC practices the ‘tactics of
secret rulings’ that are adopted, but not presented to public. In his view,
this violates Article 32, part 1 of the Electoral Code saying the main
principles of the Central Election Commission are lawfulness, independence,
collective work, openness, and publicity.
