Raman Kisliak addresses Prosecutor General
Brest lawyer and human activist filed two similar complaints
– one with the Prosecutor General and the other with the prosecutor of the
Leninski district of Brest. He demands to draw to legal account a duty
policeman of the Leninski District Police Department, Ivan Kalita.
The matter is that Mr. Kisliak had been detained on 28 March while handing out
the Nia Boitsesia (Don’t Fear!) bulletin. The human rights
defender was subsequently guarded to the Leninski District Police Department of
Brest, where the police tried to forcedly take his fingerprints. As a result,
they injured his right palm, which he registered at the forensic expertise. Raman
Kisliak considers such actions as violation of Article 7 of the International
Covenant on Civil and Political Rights which guarantees his right not to be
subjected to torture or to cruel, inhuman or degrading treatment or punishment.
The human rights activists also asks the prosecutors to take action for the
prevention of similar violations in future: in particular – to oblige the
administration of the Leninski District Police Department of Brest to regularly
hold educational events for its officers concerning the legal norms concerning
the use of physical force.
