Chair of Homel United Civil Party to be tried for refusal to be fingerprinted
The Savetski District Police Department of Homel brought an
administrative case under Article 23.4, insubordination to a lawful demand of a
public agent, against Vasil Paliakou, Chair of the Homel city UCP organization.
According to Mr. Paliakou, the police require him to give his fingerprints,
which he refuses to do because he doesn’t belong to the category of people who
need to be fingerprinted.
By the way, the police also have the same demands to Uladzimir Tseliapun, a
civil activist from Mazyr. As a result, Mr. Tseliapun addressed the head of the
local police, Piatro Zukyn, with the request to explain where are his
fingerprints taken by the police in March 2006 (at that time he headed the
electoral team of presidential candidate Aliaksandr Milinkevich in the Mazyr
district and was unlawfully detained in connection with it).
Being guided by Article 8 of the Law On
State Dactylographic Registration Uladzimir Tseliapun asks, where are the
fingerprints, and also reminds that “carrying out state dactylographic
registration mustn’t present danger to people’s health and insult their honor,
dignity and business reputation”.
