On 11 May Dzmitry Uloha, Judge of the Homel Regioon Court considered the appeal of Vasil Paliakou, Chair of the Homel region organization of the United Civil Party, against the fine that had been imposed on him by the Savetski District Court of Homel, and left the previous verdict in force.

Bear in mind that on 13 April the Savetski District Court ruled to fine Mr. Paliakou 875,000 rubles under Article 23.4 of the Code of Administrative Offences, “insubordination to a legal order or demand of a duty official”. This is the first punishment for refusal from dactylography in Belarus.

The Belarusian legislation provides no punishment for refusal to give one’s fingerprints to the police. That’s why he was fined for “violation of Article 23.4”.
