Aliaksandr Kabanau, new chairman of the Biaroza
district branch of the United Civil Party, decided to publish an advertisement
in the district state-owned newspaper “Mayak” in order to inform citizens about
the establishment of the branch and its legal address.
However, the “Mayak” editor Ivan Patapchuk refused to do it, saying that it was
a state-owned newspaper. Mr. Kabanau was very surprised at hearing this and
said that the editor violate Article 33 of the Constitution by his refusal.
Nonetheless, the editor blankly refused to publish anything without permission
of the district executive committee.
