Brest authorities “deny” activist in holding procession in support of Ales Bialiatski
Human rights defender Raman Kisliak
On 16 October the Brest human rights defender Raman
Kisliak planned to hold a one-man procession on Kasmanauty Strip in Brest in
order to draw the public attention to violalion of the right to freedom of the
vice-President of the International Federation for Human Rights, chairman of
the Human Rights Center “Viasna” Ales Bialiatski.
In their answer the authorities write that the activist is “denied in holding
the action” as he didn't conclude service agreements with the police, the
medics and the public utilities. Mr. Kisliak says that such answer is unlawful,
as according to the Law “On Mass Events in the Republic of Belarus”, the local
executive organs must either “allow” or “prohibit” mass events.
Raman Kisliak also states his intention to apply to the General Prosecutor with
the demand to hold a check-up of activists of the local authorities on the
issuance of permissions for mass events, and also organize studies for officers
of the Brest City Executive Committee on the Law “On Mass Events”, as far as
its officers also allowed such unlawful formulations earlier. The human rights
defender emphasized that he was going to hold the action, as far as he hasn't
received a ban.
