Raman Kislyak told the city dwellers about the arrest of the head of the human rights center "Viasna" through a megaphone.
Kisliak filed an application for conducting a rally of solidarity with Ales Bialiatski. However, the city executive committee informed him in the written form that the rally was "denied". He claimed that he was dissatisfied with such response as it did not say exactly whether the rally was "allowed" or "prohibited". Therefore, Raman considered the rally neither allowed nor prohibited, Radio Liberty informs.
