On 4 November Pavel Kulhavik, deputy chairman of the
public order and prophylaxis department, drew up a report on Viktar Syrytsa,
Chairman of the Baranavichy branch of the movement “For Freedom!”.
Mr. Syrytsa is charged under Article 23.34 of the Code of Administrative
Offenses, “violation of the rules of organizing and holding mass events”, for
holding the People's Assembly in the old city park on 8 October (he was the
secretary of the assembly).
Viktar Syrytsa was also presented a court summons for 12 a.m. on 10 November (the
next assembly was scheduled on 12 November). The activist thinks he can be
sentenced to arrest in order to intimidate possible participants of the
November assembly and prevent him from taking part in it.
