A group of Baranavichy residents asked the Baranavichy City Executive Committee to review its ruling #1497 of 16 January 2009 and #2497 of 5 October 2009 for their de-bureaucratization. The appropriate appeal, filed in February, was signed by 56 people.

According to the authors of the appeal, Ryhor Hryk and Ryhor Makarevich, the aim of the document was to make the authorities to liquidate the obligation to conclude preliminary service agreements with police, medics and public utilities in order to exercise the right to peaceful assemblies. Instead, it was proposed to allow presenting such agreements within five days after holding the assemblies. However, the officials stated that it would violate the present legislation of the Republic of Belarus and refused to do it.
