Minsk resident fined for refusal to pass dactylography
On 6 April the Kastrychnitski District Court of Minsk
levied Minsk resident Ruslan Nevar with a fine of 4 million rubles for
"insubordination to a lawful demand of a public agent" (Article 23.4
of the Code of Administrative Offenses).
Judge Maksim Lapko ignored numerous violations committed by the police during
the composition of the accusation report.
The report concerning Nevar's refusal from dactylography had been drawn up on 7
February by police major V. Dzirko, in the absence of the defendant. However,
Mr. Nevar found about it all only on 1 March, when he received a summons to
court.
The trial was postponed three times because of the failure of witnesses to come
to the court hearings. The judge also ignored the circumstance that at the
moment when the accusation report was drawn up the police didn't have the
certificate confirming that Mr. Nevar was liable for military service and
therefore was obliged to pass the dactylographic registration. The paper came
to the Kastrychnitski Police Department of Minsk only on 10 February.
According to information of Mahiliou activist Maksim Aliamouski, police
officers fabricate documents on cases concerning refusals from dactylography on
a mass scale. The same happened to Hrodna resident Uladzimir Fianenka.
Ruslan Nevar, who refuses from dactylography on religious grounds, intends to
appeal the verdict to Minsk City Court.
