Who was arrested over explosion near Vitsebsk KGB?
The Investigative Committee said on November 15
that all the detainees were released and there were no more suspects in the
case initiated after an explosion outside the KGB Vitsebsk office. But the
question is till open, says local human rights defender Pavel Levinau. He is
concerned about the treatment received by those who were held in custody for
several hours to several days, and why they are silent, not willing to contact
journalists and human rights activists.
Pavel Levinau has been trying to find the detainees from the first days after
the explosion on the evening of 11 November:
"I was looking for them through social networks, through their friends.
But the relatives and friends of detainees refused to talk and asked not to
trouble them. I do not understand: is it indifference or general intimidation
of our people? I, as a human rights defender, am very concerned whether the
conditions of their detention were normal, whether there was no pressure on the
detainees, and if they received medical care, especially as it was said of one of
them that he had "external signs of deviations in behavior."
As the criminal case over "hooliganism" is still under investigation,
it is important not only that the detainees were released, but in what status
they are now, stresses the activist:
"Perhaps they are witnesses in the case. It is possible that some were
released on their own recognizance, and some were forced to sign non-disclosure
obligations. All this is important – and not out of curiosity, but to know the
actual state of things. Since facts of pressure on detainees and other
violations of their rights are still common."
If there are no suspects at the moment, it does not mean that they do not
appear in the near future, says Pavel Levinau, predicting the probability of
the new arrests.
