Vitsebsk dwellers demand publicity in "budget issue"
Aliaksandr Mikulin, an activist of
'Tell the Truth", and Anatol Hneuka, the head of Vitsebsk
regional branch of the National organization of victims of accident
at Chernobyl NPP, veteran of the Belarusian Social Democratic Party
(Hramada) filed a letter to Vitsebsk City Council and Vitsebsk City
Executive Committee, asking to publish information about the city
budget for 2013 and distribution of the budget means at the website
of the executive committee.
The activists write that they
want to realize their civil rights including the right to receive
objective information and are dissatisfied with the fact that it is
unclear from the publication of the ruling concerning the city budget
in the "Vitsbichy" newspaper for what the major part of the
financial means would be spent. They also remind that Vitsebskers pay
taxes to the budget but nobody asks their opinion concerning their
expenditure.
"We need to know precisely for what these
means will be spent, for which socially important programs. We,
residents of Vitsebsk, implement our duties to the full extent. We
hope that the city authorities will do the same and will provide us
with an opportunity to familiarize with the ruling of Vitsebsk City
Council for 2013 free of charge," reads the letter.
