Baranavichy: civil activist appeals actions of police officer

Syrytsa filed an appeal to Baranavichy prosecutor against actions of police major
Pavel Kulhavik who had protracted the time and then had refused to conclude the
agreement for serving the picket the activist intended to hold on 25 March.
In his appeal Mr. Syrytsa states that on 1 April 2013 he filed a written appeal
to the head of Baranavichy City Police Department V. Herasimovich, asking the
administration of the CPD to conclude an agreement for securing the public
order at the 25 March event.
On 1 April he concluded such agreements with Baranavichy public utilities and
Baranavichy central polyclinic. “I also hoped that I would be able to conclude
such agreement with the police that quickly”, stated the activist.
However, all visits to the CPD brought no results as major Piatro Kulhavik kept
protracting the time. Only on 26 March Mr. Syrytsa received an answer – that there
was no need to conclude the service agreement as Brest City Executive Committee
had banned the action on 19 March.
“I state to the prosecutor that the picket wasn’t allowed by the authorities
because I was unable to present the service agreement with the police as
required by the ruling #1497 “On the order of holding mass events in
Baranavichy”, adopted by Baranavichy City Executive Committee on 16 June 2009,”
said Mr. Syrytsa. Therefore he asks the prosecutor to carry out a check-up on
this fact and oblige the police major to implement provisions of the
aforementioned ruling.
