Homel: police, ambulance and city authorities oppose leftist May Day rally
Homel
police and ambulance refuse to conclude the agreements for serving
the May Day rally of the oppositionists, referring to the legal acts
according to which such agreements can be concluded after the action
is authorized by the city administration.
Homel City Executive
Committee, in its turn, doesn't authorize the action under the
pretext that the applicants fail to present the service agremeements.
Bear in mind that in 2014 there will turn ten years since the last
authorization of an opposition's action in Homel.
The
application for the rally was filed to the city authorities by the
head of Homel regional organization of the "Fair World",
Uladzimir Siakerka, back in March 2013. The leftists also tried to
conclude the service agreements with the police, ambulance and public
utilities in advance, but failed to do so, as far as these
institutions keep refusing to conclude
such agreements. Thus, in order to get out of the vicious circle the
oppositionists intend to apply to Home City Executive Committee and
ask how its ruling can be implemented in practice.
"Cases
of restriction of civil rights are precisely defined by the
Constitution and aren't liable to extended explanation. However, it
is impossible to implement in practice the ruling of Homel City
Executive Committee concerning the organization of mass events: the
appropriate state agencies refuse to conclude the required service
agreement before the authorization of the appropriate event and
vice-versa," commented Mr. Siakerka.
