Prosecutor's office covers unlawful actions of KGB
The prosecutor's office found no
violations in the actions of the KGB officers who had detained a
Klimavichy activist of the civic initiative "Tell the
Truth".
Civic activist Aliaksandr Balobin received an
answer from the Mahiliou Prosecutor's Office to his appeal against
the actions of the Krychau Inter-district KGB Department who had
detained him on 27 March near the Klimavichy Military Enlistment
Office and took him to Krychau.
As it is stated in the answer
of the prosecutor's office, signed by the senior justice advisor,
assistant prosecutor of the Mahiliou region M. Ramanouski, "officers
of the Krychau Inter-district KGB Department acted lawfully and
properly while carrying out individual prophylaxis towards you in the
form of a prophylactic talk. There are no reasons to apply measures
of prosecutional reaction."
According to the answer of
the prosecutor's office, the KGB officers held a prophylactic talk
with Aliaksandr Balobin, which "is the mildest measure for
individual prophylaxis of violations of the law". The reason for
the talk was that "there was viewed a number of materials,
published at Your web-page in the social network "VKontakte",
which got into the field of vision of KGB officers during the
monitoring of the Internet and contain information about Your
participation in the political life of the region and Your activity
in the format of the unregistered public association "Tell the
Truth".
Somewhat earlier Aliaksandr Balobin received an
answer to his address to the Mahiliou Regional KGB Department to
which he had also applied with a complaint against the actions of the
officers of the Krychau Inter-District KGB Department and demanded a
compensation of the means for traveling from Krychau to the village
of Paulavichy in the Klimavichy district, where he lived.
As
it is stated in the answer, signed by the deputy head of the
department S. Featsistau, "there have been found no violations
of the existent legislation of the Republic of Belarus in the actions
of the workers of the Krychau Inter-district KGB Department". It
was also stated that no compensation of the travel expenses is
provided in such cases.
Bear in mind that in his appeal to the
Mahiliou Regional Prosecutor's Office Aliaksandr Balobin stated the
following: "On 27 March 2013 I was detained by two officers of
the Krychau Inter-District KGB Department at the entrance of the
military enlistment office. I was told only the name of the
institution they worked in, not their surnames and positions. No IDs
were shown to me.
Two KGB officers took me to the building of the
Krychau KGB, where a questioning report, which is not a process
document, was being drawn for three hours, since 11.20 a.m. till 2.20
p.m. The reports of questioning was drawn up by the head of the
Krychau KGB Illia Krautsou. He posed open threats related to my
public activities. I was also proposed to become an informer of the
KGB. I was told that if I ever told about this case I would be taken
away by their duty cars and would not get home again."
