International Center for Not-for-Profit Law (ICNL) prepared an analysis of the legislation of the Republic of Belarus on the non-profit organizations. This is by far the most thorough and comprehensive review of the Belarusian non-profit law and the legal environment of non-governmental organizations.

In this 125-page report ICNL compares the norms of the Belarusian legislation with international standards and practices on a wide range of parameters, including the full range of criteria for comparison of the constitutional guarantees of freedom of association, the law on the participation of citizens in government and taxation.

As
stated by the Assembly of Democratic NGOs, the task of this review is to inform the international organizations and expert public about the legal status of civil society in Belarus. At the same time, the authors hope that this analysis will help the stakeholders in Belarus and in planning and setting priorities for legislative reform in favor of the civil society.

The document was prepared in the framework of promoting reform and media in Belarus (BRAMA), funded by the U.S. Agency for International Development (USAID).
