On 10 December in Vienna Austrian League for Human Rights, an affiliate of the FIDH, presented its final report "Conclusions on Human Rights in 2013» («Menschenrechtsbefund 2013"), declaring that it is dedicated to the FIDH vice-President Ales Bialiatski.

On the page that precedes the report, it is reported that the publication is dedicated to Ales Bialiatski and this dedication is addressed to all human rights defenders who are kept in prison. A FIDH poster calling for the release of Belarusian human rights activist was placed on the cover of the report.

The tradition of FIDH affiliates to dedicate their reports on human rights to Ales Bialiatski, imprisoned FIDH Vice-President and head of the HRC "Viasna", began in 2011, after he was sentenced imprisonment on politically motivated charges. One chair was left empty at the presentations of the annual report on the situation of human rights in the world, prepared by the Observatory for the Protection of Human Rights Defenders, symbolizing the absence of Ales Bialiatski.
