Brest human rights defender proposes to eliminate contradictions of legal acts

Uladzimir Vialichkin, a human rights activist from the city of Brest, visited deputy chairman of the city executive committee, Henadz Barysiuk, and filed a statement to propose to eliminate the contradictions that exist in the authorities’ decision on the procedures for holding public events, as its requirement to enter into an agreement with the police is contrary to a decree of the Council of Ministers.

A decision of the city executive committee of 2009 requires that an application for a mass event should be submitted together with a copy of the contract with the police.

Meanwhile, according to the Council of Ministers’ decree of 2012, it is the city executive committee that should arrange the maintenance of public order during the gathering. As yet, when making decisions regarding authorization of events the city officials have been ignoring the requirements of this decision, referring to its own decisions of 2009.

Uladzimir Vialichkin proposes to amend the decision of the executive committee in order to accord it with that by the government. The human rights defender believes that these differences are often used as the basis for a refusal to hold public events.
