Zhodzina: observer not allowed to attend meeting on creation of PECs

Chairman of Zhodzina City Executive Committee M. Amel'yanchuk answered the formal inquiry of the Belarusian Helsinki Committee about the time and place of the meeting on formation of precinct election commissions with the statement that independent observer Aliaksei Lapitski has no right to attend this event.

Thus,
the independent observation in Zhodzina was officially deprived of the opportunity to get acquainted with any election documents that are received by the commission, as well as to perform its functions and observe the procedure of forming precinct election commissions.

This position
didn't form in Zhodzina at once. For instance, after the first meeting the deputy chairman of the executive committee on ideology Yury Shary in his talk with Aliaksei Lapitski pointed at openness of all adopted documents for familiarization, said that the observer could take photos and put down the necessary things during the observation and attend all necessary events. However, the same day the observer was not allowed to study the documents on the nomination of representatives to the Zhodzina Electoral Commission, with reference to the position of Chairperson of the Central Election Commission Lidziya Yarmoshyna and general provisions of the Electoral Code.
