The overground passage, the first one in Vitsebsk, was supposedly built for convenience of citizens. Pedestrians are proposed to cross Maskouski Avenue in the suburb of Bileva above the carriage way, by going upstairs to the height of some 2-3 floors.

There is a heavy traffic in this place, that's why the construction of the overground passage is a certain guarantee of
security, saving people from the need to cross the road. However, the designers didn't think about handicapped, elderly people and young parents with baby carriages: there are no elevators or even ramps for them.

Thus, these people are unlikely to appreciate the benefits of the overground passage: on the contrary, the department store Euraopt, separated from the suburb by the avenue, may become difficult to access: the people may have to walk a long way to come to the shop by the ground instead of having to climb three staircases.

Meanwhile, the construction works at the overground passage are almost over. The workers say that in several days their work will be accepted by a special commission.
