Fine to Paval Vinahradau annulled by court

The court of Maskouski district of Minsk rescinded the fine set by the deputy chief of Maskouski police department for the oppositionist.

The decision was adopted after Pavel Vinahradau, an activist of the civil campaign “Tell the Truth!”, stated that he had to leave the capital.

According to the report on the administrative offence, on October 8 in the morning Vinahradau was in a public place (a police department), and he was drunk, he was reeling, and there was a smell of alcohol, BelaPAN informs.

When Pavel Vinahradau read the medical report, he disagreed with the results. He wrote in the report that he had not been taken to a medical institution and had not been checked for alcohol as a corresponding instruction demands, and he pleaded not guilty.

However, the deputy head of the police department of Maskouski district issued a ruling that Paval Vinahradau is guilty of an offence related to Article 17 Part 3 (being drunken in a public place) and should be fined 1,200,000 rubles.

The judge of Maskouski district Tatsyana Motyl admitted that when the case was considered, examination of the circumstances of the administrative offence was biased. She reversed the ruling of the deputy head of the police department of Maskouski district about the administrative offence, and remanded the case for a new trial.
