Ales Bialiatski, President of the Human Rights Center “Viasna”, has been awarded the Vaclav Havel Human Rights Prize. The winner’s name was announced today in Strasbourg by the President of the Parliamentary Assembly of the Council of Europe Jean-Claude Mignon. The award was received by the human rights defender’s wife Natallia Pinchuk, who was present at the ceremony.

As the Council of Europe just announced the 2013 laureate of the Václav Havel Human Rights Prize, FIDH and HRC Viasna express their utmost support to its recipient Ales Bialiatski, President of Viasna Human Rights Center and Vice President of FIDH. Prominent human rights defender in Belarus, Ales Bialiatski was sentenced to 4 and a half years of detention in severe regime in August 2011 for his human rights activities.

On August 9, 2013, Salihorsk activist of the United Civil Party Viktar Malochka sent to the House of Representatives an address to the deputies from Salihorsk constituencies, Yauhen Abalenski and Taisia Danilevich. The petitions were received on August 12, as evidenced by signatures on the message of mail delivery. Despite the period of one month allocated by the law for processing petitions, Viktar Malochka has not yet received a response from the deputies.

In early September, a new decision of Homel city executive committee on mass events came into force. The authorities say that it is meant to “expand the list of places for public events, as well as to improve the interaction between the organizers of public events and local authorities.” However, although the number of locations has increased (two sites instead of one), they are located in places that will make potential participants in the pickets or rallies hire a vehicle to travel to the locations.
