08.11.2010 Hrodna: observers prevented from observing verification of signatures
The observers that were accredited at the territorial commissions of Hrodna receive runarounds from the Hrodna Region Election Commission and the Central Election Commission. The observers Viktar Dzesiatsik, Uladzimir Khilmanovich, Sviatlana Rudkouskaya, Viktar Sazonau and Raman Yurhel received answers in which the election commissions refer to part 4 of Article 13 of the Electoral Code and allege that the presence of observers during the verification of signatures is not provided by the electoral legislation.
08.11.2010 Biaroza: election commission makes fools of observers
Siarzhuk Rusetski and Tamara Shchapiotkina were nominated by the local electors as observers at the Biaroza District Election Commission. The Biaroza District Election Commission granted the request of the observers: they were sent a written notice about the sitting where the materials concerning the verification of the signature sheets in support of the potential candidates would be considered. However, the verification of signatures has been already completed by the commission without holding any official sittings )
08.11.2010 Biaroza district: authorities create deficit of members of parties and NGOs in PECs
20 out of the 50
precinct election commissions of the Biaroza district have less than 1/3rd
of representatives of political parties and public associations among its
staff. Meanwhile, representatives of two oppositional parties, the Belarusian
Popular Front and the Belarusian Leftist Party Fair World weren’t included in PECs #14 and #17.
08.11.2010 Baranavichy: Central Election Commission recommended lower commissions to inform observers about their sittings
On 6 November the observer Siarhei Housha (pictured) received an answer to his complaint against the failure of the Baranavichy City Territorial Election Commission to inform him about the date and place of its sitting. The Central Election Commission gave no legal assessment to the actions of the Baranavichy CEC and confined itself to reporting that a check-up had been held on the facts that had been set forth in the complaint.
08.11.2010 Brest: ‘Fair World’ appeals non-inclusion of its members in PECs
The Brest organization of the Belarusian Leftist Party nominated 23 representatives to the precinct election commissions of the Leninski and the Maskouski districts of Brest, but just 4 were included in them. Those who were denied membership in the commissions went to the law to appeal the decisions of the Leninski and the Maskouski district executive committees of Brest concerning the formation of the PECs. The Chairperson of the Brest city organization of the Fair World Liudmila Dzenisenka believes that the Brest authorities groundlessly ignored the candidacies of the majority of representatives of political parties, which puts to doubt their statements about the intention to hold fair and transparent elections.
08.11.2010 Barysau: primary organization of Trade Union of Radio Electronic Industry sues Barysau authorities
This Saturday the
newspaper of the Barysau District Executive Committee published the lists of
members of all 112 precinct election commissions of Barysau. No oppositionists
were included in the PECs,
including the 9 representatives nominated by the trade union. That’s why TUREI
decided to appeal the decision on the formation of the commissions at the
Barysau District Court.

Officers of the Biaroza
District Police Department confiscated almost 5,000 leaflets with calls to boycott
the presidential election from Andrei Kavalevich, the son of the head of the Biaroza
district organization of the Conservative Christian party Belarusian Popular
Front. This happened when Andrei and his mother were on the way home.

rights defenders about amending of its Ruling #49 of 15 September 2010. The
Belarusian Helsinki Committee proposed to abolish the novelties in the

Observer Aleh Matskevich occasionally saw members of the Barysau Town Election Committee sitting in their room and listening to a speech of its secretary, Tatsiana Stasava. However, he wasn't admitted to this sitting, because the secretary called this assembly a 'working moment'.

November the civil campaign Human Rights
Defenders for Free Elections held a press-conference on the results of the
formation of precinct election commissions. The results that were announced by
the Chairperson of the Belarusian Helsinki Committee Aleh Hulak and the lawyer
of the Human Rights Center Viasna Valiantsin
Stefanovich are quite disappointing for those who expect some democratization
of the election process. It was stated that representatives of opposition
structures weren’t included in the commissions five times more often than
representatives of the organizations that are loyal to the present authorities.
‘The coefficient of discrimination’, as Mr. Hulak called it, remains the same
in comparison to the previous election.
05.11.2010 Zhlobin district: 6 complaints against non-inclusion of people in precinct commissions

election commissions (PECs) of the Zhlobin district have been lodged to the
Zhlobin District Court. The trials were scheduled for 7 November.
