The discriminatory attitude of executive committees to candidates from opposition parties was obvious; out of 1,073 candidates to PECs from these parties only 183 persons, or 17.1 percent, became commission members. At the same time the average "passing rate" of other candidates was 84.3 percent (70,815 members out of 84,024 candidates); the figure for the parties loyal to the authorities was 87.7 percent (1586 out of 1808), while with the candidates from 4 major pro-governmental public associations and 1 trade union the figure was 93.2 percent (23,689 persons out of 25,419 candidates became PEC members).

Court considered the lawsuit of the Brest regional organization of the
Belarusian Popular Front against the non-inclusion of its representatives in
precinct election commissions. The Chairperson of the court Vadzim Mazol told
the details of the consideration of the case materials. As a result the present
public managed to get some more information about the formation of PECs in the Biaroza
district.
09.11.2010 Journalist detained for attempt to interview potential candidate for President
At about 2.30 p.m. in Vitsebsk the police detained journalist Uladzislau Staraverau who was taking an interview from Uladzimir Pravalski and shooting him on video camera. Mr. Pravalski didn’t even manage to answer any of his questions, as the detention was conducted in five minutes after the beginning of the interview.

This information was obtained from Leanid Svetsik, an observer at the Pershamaiski and the Kastrychnitski district election commissions of Vitsebsk. The potential candidate for president Pravalski refuses to comment on the situation till receiving a final decision from the Central Election Commission.

The resident of Hlusk Ihar Kiryn filed with the Central Election Commission a complaint against the refusal of the Chairperson of the Hlusk District Election Commission Aliaksandr Belski to register him as an observer at the commission.
09.11.2010 Hrodna: democratic parties appeal non-inclusion of their representatives in precinct commissions
The Hrodna regional organization of the Belarusian Social Democratic Hramada filed 8 lawsuits against the non-inclusion of its members in precinct election commissions (PECs): 1 to the Masty District Court, 1 – to the Svislach District Court and 6 – to the Leninski and the Kastrychnitski district of Hrodna. Only 5 out of 28 nominees of the BSDH were included in the PECs.

The first sitting of the Lunenski precinct election commission #19 in the Masty district was marked by an interesting incident: one of its members, the representative of the Belarusian Social Democratic Hramada Liavon Karpovich tried to become its head.
09.11.2010 Barysau: minimal changes in staff of PEC
The human rights defender Maryna Statkevich compared the composition of the precinct election commissions in Barysau with the ones that had been formed during the election to the local councils in spring 2010. The conclusion is deplorable: the majority of the old members remain in the present commissions. In fact, they constitute 80-100% in 63 out of 112 PECs.
09.11.2010 Hrodna: detentions of members of Belarusian Popular Front
The BPF activists Vadzim Saranchukou and Maksim Hubarevich were detained in different parts of Hrodna in the evening of 7 November. The Chairperson of the Hrodna city BPF organization Vadzim Saranchukou was detained by border guards at the crossing point Pryvalka while returning to Belarus from Lithuania. He was kept at the border for two hours. The border guards examined his belongings and made him fill in a customs declaration, after which he was let go.
