A total of 44 precinct election commissions were formed on the territory of the Leninski district of Brest. 506 out of 1,196 nominees were included in them, including 2 out of 8 nominees of the Belarusian Popular Front, 2 out of 7 nominees of the Belarusian Social Democratic Party and 2 out of 7 nominees of the Belarusian Leftist Party Fair World 1 out of 4 nominees of the United Civil Party and 1 representative of the Communist Party of Belarus.

1,114 precinct election commissions (PECs) were established in the Homel region. The total number of their members exceeds 10,000.

The Belarusian Popular Front Party, the United Civil Party and the NGO BPF Adradzhenne nominated nine representatives to the precinct election commissions of Maladechna. Though representatives of these parties attended the sitting of the Maladechna District Executive Committee where the PECs were formed, they don’t know whether any of these nominees were included.

1,630 people were nominated to the precinct election commissions of the Maskouski district of Brest. 1,124 of them became members of the PECs.
04.11.2010 Homel: Central Election Commission again sees no violations of Lukashenka’s campaign team
The Homel human rights
defender Anatol Paplauny received an answer to his complaint about violations
of the law by the campaign team of Aliaksandr Lukashenka. The complaint
concerned the collection of signatures by Viktoryia Siomina on the territory of
the enterprise Vipra of the
Belarusian Association of the Deaf during the working hours. According to Mr.
Paplauny, the workers of the enterprise formed a line to put their signatures,
from which one can assume that this process was organized by the administration
of the enterprise, which is also a gross violation of the law.

The observers who had
been prohibited to watch the verification of signatures in support of
candidates for president at the commission, appealed the prohibition at the
Minsk Region Election Commission.
04.11.2010 Miory: people are persuaded to revoke their signatures in support of Vital Rymasheuski
According to Tatsiana
Seviarynets, the coordinator of the campaign team of the pretender for
president Vital Rymasheuski in the Vitsebsk region, she knows at least three
cases when residence of Miory were forced to revoke the signatures they had put
in support of nomination of Mr. Rymasheuski as a presidential candidate.
04.11.2010 Formation of precinct election commissions in Zhabinka district
The Zhabinka District
Executive Committee formed 21 precinct election commissions. According to the
head of the organization and personnel department of the DEC and the secretary
of the Zhabinka District Territorial Election Commission Sviatlana Azols, 247
people were included in them. 165 (67%) of them are women, 35 (14%) are less
than 30 years old, 233 (945) had worked in election commissions before.
04.11.2010 Svislach District Executive Committee ignores candidacies of oppositionists
The sitting of the Svislach DEC on the formation of the precinct election commissions was held in the worst traditions of the Soviet times: the officials were reluctant to consider the candidacies of five nominees of the Belarusian Social Democratic Hramada and simply ignored them. Two more democratic activists were nominated to the commissions by collecting signatures of electors. It is not known whether they were included, as far as the lists of members of the commissions weren’t read at the sitting. It will become known only after the publication of these lists in the local district newspaper.

The head of the Babruisk organization of the United Civil Party Viktar Buzinayeu and his deputy attended the sittings of the district executive committees of Babruisk at which the precinct election commissions (PECs) were formed.
04.11.2010 Mazyr: lists of members of precinct commissions composed by mysterious ‘working groups’
On 3 November the human
rights defender Uladzimir Tseliapun addressed the Chairperson of the Mazyr
District Executive Committee (DEC) Uladzimir Dvornik with a written request to
be familiarized with the decision about the establishment of the ‘working
group’ that had considered the candidacies for the precinct election
commissions in the Mazyr district.
04.11.2010 Zhodzina: 1 out of 12 nominees of opposition included in precinct election commission
It is difficult to say
how the sitting of the Zhodzina Town Executive Committee on formation of the
precinct election commissions took place, as the human rights defender Aliaksei
Lapitski wasn’t admitted to it (he received an official denial from the head of
the executive committee M. Ameliianchuk to his request to let him attend the
sitting).
